The Road Name Reference Data Attributes are attributes of the road that are considered to be necessary in order to enable quality spatial information infrastructure required to support locational based services.

The following list of data attributes was developed through a series of workshops held around the state with council officers from, GIS, property and rates, asset management, planning and subdivision plus representatives from DSE.

The list does not represent a data model, nor a format for exchanging data. It simply represent the attributes that council officers believed local government had a primary role in providing to the State Map Base as part of the road name data. As such, the opinion of the workshops was that local government should move towards developing the custodial frameworks required to manage these attributes. The list is not intended to be exhaustive, the scope is only those attributes that local government has a responsibility &/or legislated power to manage.

Upon closer analysis of the list of attributes it is evident that the model required to support the exchange of this data would in many instances be more complex than the simple list presented in the following tables. For example, a road comprised of multiple carriageway lanes could have more than one responsible &/or coordinating authority, e.g. VicRoads could be responsible for the central carriageway lanes and two different councils responsible for the outer lanes on either side of the road. Any data model used to store and exchange this data needs to be able to accommodate these situations without making the model overly complex for the other 80% of the network.

The Custodianship Requirement Phase 1, 2 & 3 present a progressive approach towards capturing, managing and delivering these attributes within the custodianship program. For each phase the custodial obligations are further decomposed into municipal public roads (i.e. those roads for which councils are the coordinating road authority), other CRA Roads (i.e. those roads where the co-ordinating road authority is not council) and Private Roads, which are those roads not covered by the Road Management Act, for example they are on private land or common property. The table values define whether the capture, management and delivery of these attribute is mandatory, i.e. must be undertaken, desirable i.e. it ought to be undertaken but there is no obligation forcing councils to do so and optional, where there is no compulsion or pressure to provide the data.
