The following Road Naming Scenarios where developed as part of a series of workshops developed with Councils Officers. The purpose of the scenarios was to explore common situations experienced by councils where road naming was often managed differently between councils or not managed at all.
Following a discussion that focused on the following scenarios the workshop proposed a set of recommendations for Road Name Management in the context of rural roads.

Scenario 1
- Scenario - single property located wholly within crown land,
- access is via an access “road” over crown land, (not necessary a road reserve).
- Road Name Management,
- road name is not managed, address is provided via Rural Road Numbering, RRN off the road from which the track is accessed
Scenario 2
- Scenario - multiple property located wholly within crown land,
- access is via an access “road” over crown land, not necessary a road reserve or a public road as per RMA,
- properties may be spaced some distance apart.
- Road Name Management,
- road name is managed, addresses are provided as Rural Road Numbering, RRN along the access route,
- the road status needs to be defined by the coordinating road authority
Scenario 3
- Scenario - multiple property located wholly within crown land, track used to access a recreational resource, e.g. a popular fishing spot.
- access the is via an access “road” over crown land, not necessary a road reserve or a public road as per RMA,
- one or more spots several km along the road.
- Road Name Management,
- road name is managed,
- Councils DO NOT manage the address of the fishing spot, this is done through a location marker, such as you see along the coast marking access points to beaches.
Scenario 4
- Scenario - multiple tracks used to access several properties, some tracks are seasonal, not all tracks are designated road.
- access the is via multiple access tracks over crown land, not all are a road reserve or a public road as per RMA,
- one or more tracks are only trafficable in summer.

- road name is managed,
- do we force a consolidation of road alignments?
Scenario 5
- Scenario - Private Caravan Park
- multiple semi-permanent sites (plots) with some level of exclusive use of resources such as space, water, electricity etc.,
- internal roads are named,
- each site is numbered relative to its road,
- do we manage the road names?
- do we force full or partial compliance with GPN Act and the Guidelines?
Scenario 6
- Scenario - Private Forest Estate with Saw Mill
- multiple forest tracks access saw mill
- internal roads are not named,
- road traficability continually changing,
- saw mill is a registered place of work,
- do we manage road names within the property?
