Road Name Management Workshop 1, was held in Bendigo on 11th December 2008.

Proposed Outcomes

Service Location
is any location where services are delivered such as utilities, emergency management, mail etc.,
all occupied properties are considered service locations,
commonly named places within Crown Land or Private Property, such as a fishing spot along a river may be identified places. However, they are NOT addressed using a street address structure and councils are advised NOT to address these using street addressing.

Road Over Crown Land &/or Private Land

Business Rule
Name all roads that provide access to more than one service location.
Where the road traverses Crown Land and or Private Land the goal is to provide continuity of access along a defined road where the alignment and extent of the road name are specified.


Options for achieving this are:

  • designate a road reserve to the points of access or
  • designate a carriageway easement to the points of access or
  • negotiate name, alignment and management with land owner or co-ordinator

Road on Private Land

Roads on Private Land that provide access to:

  • premises that have some exclusive service, such as electricity, water telephone etc., for example:
    • semi-permanent accommodation parks
    • retirement villages
    • industrial and commercial parks
  • locations that provide a hub for services or broad area of services, such as:
    • educational campuses
    • hospitals
    • industrial and commercial sites
Custodianship
Councils should be custodian of the road name, alignment and extent.
Addressing
locations shall be addressed from the frontage road.
Councils shall co-ordinate the naming of the road and the numbering of premises.
Process
will follow the Guidelines for Geographic Names Victoria ((GGNV)
the name shall be unique, correct syntax and non offensive
retrospective naming MAY meet other GGNV requirements - may not go through GGNV naming process
new name shall meet all GGNV requirements - shall go through GGNV naming process
Gaps
Responsibility for signage
to be with owner/occupier,
council powers to require signage,
changes to alignment must notify council
